
Rotary became a part of Rtn PP Ishtiaque Zaman’s his life in 1991 when he joined the Rotary Club of Dhaka on 1st January 1991. He was the Secretary-cum-editor of the club for two consecutive terms in 1992-93 and in 1993-94, and the club received First Prize for Bulletin under his editorship.
Rtn Ishtiaque Zaman was the Club President in 2002-03, and the club received a record 27 awards, mostly first prizes, including the top club award as well as one of the best Presidents’ awards from the District.
Rtn Zaman was the District Joint Secretary in 1994-95. He was the Assistant Governor in 2005-06, and the Deputy Governor in 2006-07. In 2007-08, he became the District Conference Chairman, where the Chief Adviser Dr. Fakhruddin Ahmed was the Chief Guest. In 2008-09, he was made the Intercity Meeting Chairman. In 2009-10, he was made the District Fellowship Committee Chairman.
On 6th February 2010, Rtn Ishtiaque Zaman was elected the new District Governor Nominee (DGN) of RI District 3280 for 2012-13 Rotary year. He has attended many District Conferences and Rotary workshops since 1991. He has worked as resource person in PETS, SETS, District Assembly, District Conference, District Team Training and many such training programmes.
Family Life: Rtn Zaman is married to R-Ann Tahia Khalil, Past President of the Inner Wheel Club of Dhaka (2001-02). Ann Tahia is the Senior Operational Risk Officer of Wholesale Bank, Standard Chartered Bank. She writes regularly in The Daily Star on Banking Tips. She is the Chairperson of an NGO called Nari Uddog Kendra. They are blessed with a daughter Tasfia and son Ishmam.
Educational Background: He received the PhD degree in International Political Economy from the University of Southern California (USC), USA. He passed the MA Exam from USC with distinction. He also passed the MSS Exam in International Relations from Dhaka University with First Class. He passed the HSC Examination from Dhaka College. He passed the SSC Exam from Govt Laboratory High School, Dhaka.
Awards/Honours: He received the Best Dissertation Award for innovative research in Negotiations in the United States from the inter-American Universities Scholars Association Research Fund. He was chosen as one of the top twenty outstanding international graduate students from all over the United States to a week-long leadership seminar, sponsored by the USIA and the State Department, Washington DC. He received the Zhou Enlai Scholarship as the best student during the 1st Year in International Relations from the Dhaka University.
Professional Experiences: Since 2001, Rtn Zaman has been working at ICDDR,B as an international civil servant. He was a member of the 1981 BCS Administrative Cadre. After a year-long Foundation Training, he was posted at DC Dhaka's Office as Assistant Commissioner. He also worked as a Magistrate.
University Teaching Experiences in USA: Rtn Zaman has taught undergraduate Political Science courses at California State University, Dominguez Hills as Lecturer. He also taught advanced undergraduate International Relations courses at the University of Southern California. He is a regular Guest Speaker at the Foreign Service Academy, Dhaka and at BPATC, Savar for Foreign Service and Civil Service Cadre officers for the past fifteen years.
